Living in the Carlisle Borough in Central PA

Carlisle Borough is the county seat of Cumberland County in the Cumberland Valley just across the river from Pennsylvania's capital city Harrisburg. It is part of the Harrisburg-Carlisle metropolitan statistical area that is made up of not only Cumberland County but also Dauphin and Perry Counties. Carlisle is the smaller principal city in the Harrisburg-Carlisle metro, but the "city" consists of the actual Borough of Carlisle and surrounding communities, townships, and suburbs that hold a Carlisle mailing address.

This page is dedicated to focusing on what is inside the official Carlisle Borough municipality limits. It is a large borough and known for its location of some of the country's most historic places and home to some of the biggest historical figures in America. It is also home to the U.S. Army War College and one of Pennsylvania's warmest "small town" atmospheres.

What is Considered the Carlisle Borough?

If you are new to the area and are relocating to central PA from another state you have no doubt seen several different names for locations including city, township, and borough. What are all of these things? What is a Borough? Why are there so many in Pennsylvania?

A Borough is a geographically bounded area that has its own government structure. Most boroughs are smaller than an official city. Pennsylvania Boroughs have a population under 5000 (there are a few exceptions to this number and Carlisle is one of them). The government system for a borough is run through what is called the Borough Code with more power allotted to the council instead of the mayor. The rough boundaries of the borough lie between I-76 on the north and I-81 on the south Allen Road to the far west and the grounds of the United States Army Garrison Carlisle Barracks to the east.
