If you are new to Pennsylvania and are relocating to central PA from another area you have probably come across several different terms including city, township, and borough. What are all of these things? Why does the word Borough pop up so frequently? What is a Borough and why does it seem so frequently used and important?

A Borough is an area with its own government structure but is much smaller than a city. Pennsylvania Boroughs have a population under 5000 (there are a few exceptions to this number). The government system for a borough is run through what is called the Borough Code with more power allotted to the council instead of the mayor.
